Dr Lieve Fransen is a Senior Advisor at PlusValue, guiding its strategy on social infrastructure investments in Europe. A former Director at the European Commission’s DG Employment, she has extensive experience in social investment, innovation, pensions, health, gender, and wellbeing across both public and private sectors.

In 2016–2017, she led an expert group for the Commission’s High-Level Task Force on social infrastructure, chaired by Romano Prodi. Their 2018 report identified a €140 billion annual investment gap in affordable housing, healthcare, and education, providing key policy recommendations. Between 2001 and 2015, Dr Fransen held senior roles at the European Commission, including Director for Europe 2020 and social policies. She also advised sub-Saharan African governments on public health and helped establish the Global Fund to Fight AIDS, Tuberculosis, and Malaria.

A medical doctor, she holds a PhD in social policies and public health and advises international organisations.
